Messaggio ai popoli del Mediterraneo
Consegnato agli attivisti del territorio calabrese dal Prof. Pissias e dal Cons. Reg. delle isole Joniche Boukas in occasione del gemellaggio tenutosi in Calabria.
Dear ladies and gentlemen, dear friends!
This time I can not join this leading event against the destruction of chemical weapons in Syria in the Mediterranean , attending in an International Conference in Istanbul / States , under which organizes the conference “Management of Hazardous and Toxic Waste ” where will I facility and at international level to present their concerns and our objections regarding the potential risks of the whole enterprise that develops in the Mediterranean.
Our country through the Ministry of Foreign Affairs claims that ” has made it clear to all International Organizations how crucial issue is the protection of the marine environment of Mediterranean.” Strains but the Foreign Ministry conducted in a conference call with the U.S. responsible Government and American experts on March 12 ministry of external affairs made no reference whatsoever to the potential risks of an accident , no doubt lurking in such unstable environment . It was also not referring to unforeseen problems such as hydrolysis big problem in the introduction and adaptation of chemical weapons ‘ mustard ‘ and ‘ sarin ‘ system hydrolysis.
Not even pointed out the fact that multiple forms of treated waste is capable and can cause corrosion in the reactor leaks and insulating ducts even blockages in the pilot plant of hydrolysis. Even the eventual transfer of waste arising after treatment in combustion plants , necessary for subsequent processing , is a potentially risky procedure because of the volume and composition of output .
And one and mentioned that the whole exercise of destruction is a key concern of Greek Gonverment reasonably , therefore , raises the following questions : – In the event information to the ship CAPE RAY Spanish Naval Base in Rota , Spain, on April 10, 2014 , attended by experts of the Greek state to learn about the hydrolysis systems and discuss the potential risks of such a procedure disaster at sea ?
– Why there is no official information from the Ministry of Foreign Affairs for this important event and why did not promote and notification of this event ? In each case, however, many foreign media and independent experts who attended the ” unusual this tour ” as called for in CAPE RAY on 10 April said among others the following : – The ship CAPE RAY is for two months moored at Naval Base Rota , Spain with Spanish warships that protect it . – The 75 % of the planned amount has been transferred so far outside the Syrian port of Latakia . The remaining 25 % , together with the less threatening ‘ Class II ‘ stock is still dispersed in 5 Syrian military bases ( originally there were 17 different positions ) . – The deadline of 30 June 2014 , which had been designed to destroy the entire arsenal , will no longer be met.
The Syrian regime says all remaining chemical weapons and precursors will be delivered in Latakia , no later than the end of April .
“The Syrians have to check the time. Have recently announced that they will deliver all chemical weapons in Latakia later than April 27 , “said the newspaper GUARDIAN Rear Admiral Robert BURKE, Director of American naval forces in Europe and Africa. He continues : ” Regardless of when you delivered the last batch we are ready to CAPE RAY. Once we receive chemical weapons, our plan provides for the destruction of the sea to about 60 days. This of course depends on the prevailing weather conditions. ”
Of course , other articles like e.g. in MIDDLE EAST NEWS refer that “the greatest threat to the destruction of the chemical arsenal is the same marine environment . If the ” Efklisiometro ‘ board shows call 5 points , experts and technicians on board will interrupt their work .” The reference was made during an information event at CAPE RAY. It is however noteworthy that this is a maritime disorder less than 5 Beaufort (Beaufort).
The CAPE RAY will be directed off the waters of the Mediterranean ( the precise location remains unknown ) . The highly poisonous and toxic gases like ” mustard ” and Methylfosforiko Diflooridio ( called DF ) type «sarin» will reap systems hydrolysis. Reports of American experts in event at CAPE RAY on 10 April put the introduction and adaptation of these compounds to hydrolysis systems “AS THE MOST DANGEROUS PART OF THE PROCESS .” It is the first time that such a petition and acceptance of a possible problem operating the pilot plant hydrolysates !
Similar reports, also for the first time, were both white scenes found in decks of the ship, which will operate under negative pressure as an added precaution escape gases and equipment for decontamination of emergency, who will be in standby mode to halls of every scene for the “EVENT OF AN ACCIDENT”.
During the entire operation , the CAPE RAY will be guarded by a fleet of warships to be provided from more than 10 countries.
Only Germany , with a decision by the German parliament on Wednesday, April 2 , agreed to send a frigate with 300 soldiers ( ! ) To help protect the CAPE RAY. The agreement dispatch of German frigate valid until 31.12.2014 , until the destruction of chemical weapons by the hydrolysis process ! Although there were references to potential risks of an accident , which is the very first time I have personally noted a number of occasions , there was no reference whatsoever to a reputable information, if not local authorities obligation of the government but of the Mediterranean countries , regarding the results of both the safe development and measurements in the marine environment and the atmosphere.
